    today i have sent the revised design to CH .then he asked me my paypal.
    after that he didn't reply to my messages.

    So what ? that was my design.CH and you have no rights to use that design without my permission.

    Very unfair decision by CH ever on DP.

    This is a competition of skill, not the kind of competition you are thinking about.
    Graphic design is for smart people, you just showed you are not made for that.
    So, you stole 40$, but you won't make much more from designing.
    So, you saying this is smart, doesn't sound too smart to me...
