    You'll need to learn HTML and or PHP to make a website like that. It's called web design, take example http://www.hostgator.com/, this was professionally designed, but it's a good example.

    You'll need to make HTML, take this.
    <HTML>
    <HEAD>
    </HEAD>
    <TITLE>Webpage</TITLE>
    <BODY>
    <P><h1>Text here</H1></P>
    <BR /><BR />
    Hi, more <strong>text</strong>!

    </BODY>
    </HTML>

    Code (markup):
    Not a very good example, but it's temporary.

    there are lots of websites with online tutorials for website design.

    on the homepage where the image changes when hovering over a button is possibly something a little advanced or might be something on the 'flash' image design side.

    if you want results fasts you could always pay for the creation of the website and learn to maintain and keep upto date.

    You can make a professional looking website using Joomla. With Joomla, you may not need that much knowledge on html and php. Just learn how to redesign or reengineer the template.
