If you site got penalty from Google then you have to work hard to get back you position. you can check your page indexing in Google and traffic history of your site. What about your site traffic from last panda update? Traffic increasing or decreasing ? If you post low quality content/ short content or copy content in your site you must have to remove then or make then as details. so that your content be quality content. Content is the heart of a site.
Google updated its panda algorithm recently. If there is traffic down or keyword ranking down then your website may be affected with recent update. Panda update is about content while penguin update is about link. Is your website still in Google (did this query returns any results site:yourwebsite.com)? [change yourwebsite.com with your domain] Also did you do something that might be suspicious according to Google? Blasting backlinks, write SPUN content, get BAD backlinks, etc.?
1.st go to webmaster tools only there you can check any email from Google. Google updates Panda monthly so if you remove your low quality content you can recover pretty fast.
You can check by Google webmsater tools. Check the manual action section. To get rid of this penalty, find out the spammy things you did on your site. Remove the spammy back links
