FAQ:

1)All the script is done in php/mysql?
Yes everything is written in php and mysql by myself.
2)Is the population script something I'd do through a web interface (also Php/mysql)?
Yes,basically population script consists of 3 parts and is ran from webinterface.
first,script downloads zip file that contains list of domains that will be deleted in 3 days.
second, it unzips downloaded file into text file and extracts domains that have .com extension and does not contain hyphens(i don't believe that domains with hyphens have any value)
third,script goes through each line in the file and queries google for PR and inserts info into database.

3.As far as hosting

if you decide to buy, i will zip everything up including database dump and I will install it on your webhosting

If I miss a day's worth of populating data (or two) will that be a big deal?
I don't think it is a big deal. As long as file is there you can populate database at anytime.I have a schedule job(cron job) on my machine that calls my php script every night. Usually there is about 25000 domains to be checked everyday.On cheapest GoDaddy hosting it takes about 3 hours to populate domains for one day.( of course it depends on the bandwidth of your hosting server)

Anything else I'd need to know as far as maintaining the site technically?

Other than calling population script everyday,there is really nothing else that needs to be done.

Where are the deleted/expired domains retrieved from?

Domains are retrieved from the well known domains backordering website.
Database is updated by running special php script right from the browser.
There is about 30000 domains that needs to be checked everyday.This process usually takes about 30min.(varies)
