You should get a freelancer to help you make that site for you if you are not comfortable with web design and development in general. Just my two cents..

To the thread starter The site is built on drupal. the forum uses phpbb and their blog which seems to be a completely different domain is built using wordpress. All of this are open source software for which you can download freely. All you need now is to possess web design skills in order to build a website like that. Some knowledge of php is necessary in order for you to modify it as you wish. Alternatively, you can get a web designer who has some knowledge of html, php and had dealt with the aforementioned softwares to create a theme/template/skin for you. Good luck

You can use custom templates offered by Joomla, Wordpress, etc. Or if you need a solely customized page with your very own unique design then use Adobe dreamweaver. For the menus and roll over buttons use Adobe fireworks.
