I believe this might need to be posted in a different section, however lets answer the question. It depends on what sort of budget you have for your website, if you have a few hundred dollars you could find a designer who can make the design and integrate it into your site, just make sure you agree on a completion time and price before starting the site. If you are on a low budget I would suggest that you find a cheap or even a free template, there are tons out there and there may even be one for your script. Then you could integrate this to your site, or if you don't know how to just hire a designer or programmer to do it for $50 or so. I hope that helps
Depending on how you invision the site is wether to go for a template system or designer to build it from scratch - i recently had a request for a similer site and the plumbed for a template design classipress that uses the backend of wordpress a few minor tweeks frm me and they had a robust yet uncomplecated. if your intrested PM or google the site - thy guy who runs it david offers great support for his product and it has a great community offering mods and help.
