    Wordpress is now the best CMS system. Wordpress is best for seo.
    But you need to change something in wordpress to get best return.

    The best way is to learn how create such websites. Use Google, search for tutorials and explanations. There are tons of various CMS systems - you have to pick up the best for you. I wouldn't say that WP is the best - it's pretty "heavy" but it's good for beginners (a lot of free templates, plugins etc.).
