I'm thinking that you did not understand the question.. at all.. Not even a little..
I am referring to the Webmaster Tools->Labs>Site Performance reporting..
Or perhaps I am confused, in which case, please explain to me how the Panda update (or any algo update) affects the site performance reporting.

Sadly, it's now defunct (unless there was another announcement since?). Google does have a Chrome extension or you can use the web interface:

    PageSpeed Insights

    Among other options.

    More information

    Webmaster Tools Spring Cleaning

It was clear. Just spend a bit of time looking around Webmaster Tools. I think you need it going by your current problems with your site(s?).

Ahh man!! Thanks Ryan, i guess I missed that announcment.. I wish they would have just removed the Site Performance instead of leaving it there, half-dead.

Yes, very odd decision. I was surprised to see the page still there, too. Had looked for months, so I wondered if I had fell through a time portal when I saw your post! But no, shock-horror, it was there! If you use Twitter, you could always tweet @mattcutts and wind him up about it. (He seems to have a sense of humour.)
