Yes, Google just updated the "count" of links but they explained that they are still updating the actual links reported in the reports. It should be updated in a "day or so".
Just checked mine and that is very very strange, some of my pages appear twice with a different link count. for example www.domain.com 4304 www.domain.com 4502 www.domain.com/page.html 404 www.domain.com/page.html 402 All the pages that i see in double like that don't show up in the search results if i type "page" ( where page is the keyword where i was ranked well ), nothing found. So it seems that google think that the same page is duplicate content seems like a bug in the new algorythm or !? pat.
You can see all your external links in google webmaster tools evn though the site prompt only shows a handful.

There are different stages of backlink updating. (Above is only a backlink update time estimation which is there from January on.) In fact I'm trying to understand this process myself...
I see the links have now updated again. Maybe they are going to update them at a more frequent interval now.
Be more optimistic. I'm looking only to backlinks of new pages. I hope this is not end of update. Google indexes only 4 backlinks, yahoo - 81.
