Personally, I would base it just like digitalpoint has, the thing that will make it a success is strong marketing. What you need to do is offer a product, which will get people to sign up to your forum.

You can stand out from the crowd only with your "quality" content and member's participation. Work on your forum's content and soon you will be liked by search engines and get good ranking.

Other than that these tips for forum owners are also going to help you.

TBH, it isn't worth it to be just a Webmaster forum.

Find a niche. Most are taken (WHT = Web Hosting, etc).

I would start out by posting quality articles, custom made PDF files available for download, and some video blogging on sites like youtube. You may also want to offer a series of podcast on website management.

That would give your targeted audience 4 reasons to visit your site:
    Podcast
    Custom made videos
    PDF files
    Articles

    Great ideas, thanks.

For me, content is king, something I'm still battling with :)

Let people post "articles" with affiliate links for things like hosting in them without moderating them for spam unless they're just soo obvious a retarded 5 year old would realize what's going on.

You'll probably catch a bunch of guff from non-marketing types, but your forum will definitely start to fill up fast.
