A google for webmail script gives 700,000+ results ranging from free to fairly expensive. You will need to know what languages your server supports and which POP/ IMAP server it runs to ensure any script can register new mail boxes.
How about squirrelmail? You can skinned it to your liking and it is free. Link it to Qmail or Exim write a script for users to sign up online. You will need to be very alert for spammers though, you will find that maintenance of the site is easy but fending against spammers will take you all the time you have and more.
