    Can any one suggest who or what would be the best place to learn web design from scratch. I do not have a lot of time on my hands, so I would be interested in online learning or distance (mail) learning.
    Any ideas?

    Try getting your hands on some WYISWYG software to learn the fundamentals, and go from there.

    Read Build Your Own Web Site the Right Way Using HTML & CSS by Ian Lloyd (SitePoint.com). I do NOT recommend using a WISIWYG editor since the code is bloated crap that looks worse than a dead man pulled from a river after a few weeks.

    If you're going to learn how to do something, I suggest strongly that it be learned the right way the first time. That way you can build a strong and solid foundation.

    Speaking of foundations, you're going to hear a lot about Web standards and usability. Designing With Web Standards, 2nd Edition by Jeffrey Zeldman (zeldman.com) and Don't Make Me Think! A Common Sense Approach to Web Usability, 2nd Edition by Steve Krug (sensible.com) are required reading (don't worry, the books are easy to read - even for younger people since they use plain conversational language and plenty of illustration, but they are by no means childrens' books).
