    Anyone or anything that promises a certain ranking is a lie. In the state of Washington in the USA, the attorney general sued an SEO company because they failed to uphold their promise that their customers would be on the firest page of google. The legal term was "Fraud".

    exactly. a promise of top rankings would cost tens of thousands of dollard. there's no way anyone can guarentee success.
