HTML and CSS, hands down. Flash is mostly inaccessible to people using mobile devices, screen readers, aural browsers, and search engines, and thus should be used to enhance a Web site.

Html is better for dial up users also. If site takes to long to load people do not wait and leave site before it is done.

yeah html is the best. it is very hard to optimize a site that is built from flash.

You're at 325k in 70 files - that's 20 seconds load time for a broadband user on files alone, and >80 seconds for a dialup user on a good day. Going with the crowd here, flash is NOT an option.

Given 63 of those files are images for a layout that by my estimate should only need... somewhere around 15-20 images - and that could likely be easily reduced to below 150k, I'd be looking at image optimization and reduction, NOT adding big slow bloated flash crap to it. (as recently said elsewhere, there's a reason it's called Flash, not Substance)

Of course, some major code reduction is in order too - since there's only one excuse to be using single-element tables, and you aren't doing vertical positioning.

You've got a very nice design, but I'd suggest bringing in a image reduction/code reduction expert to optimize things down a bit.
