    Still not sure what you are asking but I think Yahoo developed the Webrank system but I think it was scrapped because it was poorly designed and no one used it.

    DigitalPoint has got a Yahoo! Web Rank lookup tool... doesn't seem to work for any of the domains I tried, including yahoo.com.
