Web Form?

    I have a hopefully quick question. I am very new to web forms and database applications. I am somewhat getting familiar (not figured it out yet) about how email forms work with CGI? I haven't put one together but I'm sure I can figure it out, I hope.
    My major question is this. I am going to design a web form that has information much like a car website. I want to show the base price of the product and then offer options with radio buttons to select what option you want. These options will also list prices. Once all your options are check you will hit "Submit" and come to the next page that will show the standard features with the base price and then show you all the options you selected and then add it all together to show you a final price. Then after it shows you all the info with pricing there will be another form for the customers contact information so they can submit it to me showing me what they "built" and who they are.
    I know this can be done with a CMS with a database used, I've seen it done. I was just wondering if I am in control of the site and I do all the updates myself, is there a way to create such a page that the form can add everything once you hit submit or will a database still need to be used. Also how complex would it be to build and what knowledge is/should be required.
