web development includes the application development (ie programming) and provides the framework in most cases for the end user to edit themselves through a CMS. Some of the onsite optimisation such as MOD Rewrtie and ensuring the tags and xhtml css are used are part of the web development. Things such as keyword density are part of the onsite optimisation - so it depends on what the deal is with your developer. Sometimes they will provide the whole package, other times one or the other.

Also server settings may play a role in the onsite optimisation such as using compression for loading times and various other features.

There are 2 different notions, web development is the programming job for building a website a CMS a platform for web publishing, but can also refer to developing to building intranet apps accessible using a web browser. Onsite optimisation is a SEO Job meaning optimizing the content on the page for the search engines like adding proper headings indentation, tailoring titles, improving keyword density and it's part of the designer/programmer job adjusting the template, and part of the editor/seo by making quality content.

many web dev's don't have a clue about maximising on-page SEO - even missing out on little things to add on-page value such as the acronym tag. Developers should be knowledgable on accessibility and SEO best-practices, and it should should be a pre-development consideration - not "retro-fitted."

Web development includes website programming using programming languages like pHP, ASP, Coldfusion etc....
While On page optimization is make your website SEO friendly by adding image alt tags, meta tags, proper titles etc...

On page optimization can be a part of web development but both are completely different things.

    Hope this helps!
