HTML is definitely the best start however, don't go starting on the wrong foot. Using Dreamweaver to do websites without actually learning the languages will save you some time in the beginning but will definitely put you behind once a problem occurs. It's easy to make personal or small business site in HTML, however you also make big sites in HTML But you might be wrong somewhere to manage the pages in HTML....CSS is the best option to manage site.....but as you go with big projects you have to leave HTML behind and have to handshake with PHP or .Net or etc...........do smart work buddy.

Adobe Photoshop is the best tool for DESIGNING. There are numerous programs that are great for the development side. I use Notepad++

I think HTML/CSS can create fantastic looking websites when combined with high end Photoshop graphics. Google doesn't like flash, for SEO reasons it isn't a good choice, and it's completely overrated. Flash isn't the only way to equal a good looking website. Only 95% of people have Javascript, where if you think about it, 5% of the population is still an incredulous amount. Use PHP instead for functions. I personally use a lot of Php includes to regulate the main features of my websites. Hope this helps!
Web designing is a very vast field, you just have to learn some of its tools so that you can learn those tools because the concept of web designing is very vast and more and more people likes to watch some flashy websites now but we should remember the concept of SEO so there should be a very good combination between the text and the animation...
