You'd want to learn HTML, then CSS, then PHP or JavaScript if you want to learn to make decent websites. They're called languages not tools.
Once you know HTML and CSS you might want to look into FLASH briefly to make interactive banners or site ads. They can be real cool.

Start by learning html and css....once you MASTERED them learn PHP, then learn js and other scripting languages as you go.... You can knock out the first two here... http://www.w3schools.com/
Agreed, been scripting on the web for nearly 10 years, much has changed in that time, and it will only get more complex. HTML is good to begin with and offers the basics, although any modern site almost has to use PHP or ASP accompanied by a quality database!
tools are something like forntpage(i hate this), dream weaver adobe etc. html is language. if you want be developer start learning xhtml with css then php(server slide), js(webbrowser) .. ajax.flash..
