If you're setting up a new site - Go ahead with the basics. Use HTML. Especially if SEO is your aim here. Also, from the looks of it I think you just want to sell some basic information to your audience.

At the same time, if you wish to update or add new content very frequently, it wouldn't hurt to setup a CMS like Wordpress.

This is what I would recommend, an HTML website with probably a Wordpress Blog. Both are great sources for free targeted traffic.

Everything is parsed to HTML, even WordPress.

I think you do not understand what a CMS is. The questions is:

    dynamic or static website.

Dynamic could be any CMS. Static is a website e.g. done with Notepad++ or anything you prefer.

In a CMS (like WP or similar) the content can be updated via a "editor" that is embedded into the back-end of the CMS.

A static website is harder to update (you have to touch the HTML then).

Dynamic or static, that is the only question. At then end everything is parsed to HTML else the websites won't be shown. Browsers do only understand HTML.

If you are looking basic website & you not need more functionality then HTML will be better option (static site) .
Minimize the use of flash help you to make SEO friendly site. Simple & content rich site always become traffic raising source .

You can use a free blogger template if you just want a clean website that is search engine friendly to.. especially as your topic is related to seo..or you can hire someone to build the website for you..this service is readily affordable these days..just make sure whoever is reachable by phone atleast and can understand your requirements
