Buying Web Designer

Dear All,

I am looking at starting a website where users are able to write stories and letters on to a blog/website kind of site. The only way someone can signup is via Twitter so the registration needs to be quick and easy i'd prefer like tweinds.com where you signup/login via twitter. Once the user has signed up it will be able to post a letter/story/photos to their own personal page for example mywebsitename/UKmember <That being my twitter name. I would also like the ability to be able to make users stories featured on the main page of the site.

I have other ideas and would like someone who can give me a quote on the above ect.
