What is the going rate for a web designer doing basic website design in html/css for an in person customer? Is it better to charge hourly or per job?

I charge $90/$60 an hour depending on what I'm doing and who I'm doing it for.
    Both.
If your client wants a quote, make it big. Specify EXACTLY what is included, and state your hourly rate for any extras.
If they want you to work on an endless project, make sure they know your rates, and make sure they know the clock is ticking ALL THE TIME.

I prefer to get paid per job, because I usually have the PSD designed in a few hours. But I'm not a programmer, just a designer. For a programmer it might be better to get paid hourly - it really depend on how quick you can get your work done.

I think per job or project base is convenient for clients and developers.

It also depends, I personally have a base-rate that things get calculated depending upon the type of job it is, then from their depending upon the misc features/add-ons they want for their site it just builds onto the quote from their.. Whatever you charge, need to make sure you not only have enough money for expenses, the estimated time it may take, but also time extra time calculated in for 'boo-boos' as I may say. What I mean by that, is unplanned reasons the job may end up taking longer than it would of originally taken.

The best way is you give more details what you need for your new website. Then everyone can show you the estimation.

The rates of the web designers varies from country to country and from designer to designer. The rates start from $10/h and go upto as high as $100/h. Most of the time, freelancers charge on hourly basis whereas companies charge on per job basis. The overall rates of basic web design 5 pages vary considerably from $100 to $5000. So it all depends on what sort of a designer are you, and how good are you at what you do ;)

Yes, I do agree with you. And to add more I would say rate also depends on the work you are willing to give to the designers. But most common rates are already stated above.

    $AUD. ... 1 Australian dollar = 1.0299 U.S. dollars
I base my hourly rate on what a good mechanic charges per hour :)

Unless the designer in Asia is working for a client in Manhattan.
It doesn't so much depend on the location of the designer, it depends on the client. Charge your clients what they expect to pay you.

it varies really. And it depends on what you need done. I have had professional companies tell me that it would cost around 10,000 dollars to design a website for me. I have also had freelancers tell me that it would cost a mere 100-200 bucks. Either way, you are better off learning and doing yourself than hiring someone. But if thats not for you, then I would suggest hiring a freelancer by posting in forums or freelancer dot com.

As it was already mentioned, rates vary based on the country, experience etc. I would suggest working with fixed project prices. Apart from the fact that without experience there is no way that you can do a proper estimation of the hours you're going to need for a project, it's better for both parties. The customer knows from the beginning what he's going to pay (if he does not change the specs of course) and you can charge whatever you think the project worth, without worrying about the hours. Also, after 5 years you might need 2 hours to complete a $500 project (because you have the experience, code from previous projects that you reuse, etc) and it will be easier to charge $500 for a project than to convince the customer that you have a $250 hourly rate.

The price here in India starts at $200-250 for a basic html/css website.

For a single web design html rate is not more around 60$. But else depends on each individual's rate.To keep a designer on hourly rate is good. Some designer's are having less hourly charge so it can cost html work on cheap rate.

I charge per job, not by the hour. I get better response from clients by charging for the whole job

Way too much? try that with someone who got experience and who can code/design quality designs. Its true that there are people from india who charge less than that but don't generalize that the amount is too much.
