Web designer needed for a landing page

I have got a website due to go live in a few months. I need a nice, clean and quality coded design (XHTML/CSS) to help promote the site before it goes live, with information and contact details.
My max budget is $20, logo will be supplied.
I am after a long term relationship so would select provider based on portfolio. I have various design needs.
