Buying Web Designer + CSS/Html Coder needed.

Hi,
A friend of mine is looking for a graphics + CSS + HTML coding designer.
Job: convert a traditional looking website to a modern looking website.
(Not Wordpress or Joomla).

Examples of the design they want: see front pages of truecar.com or paypal.com.

They will pay for a 2-3 page prototype design. If they like the prototype, they will hire the designer for long term.
