Check out http://www.web20generator.com/index.aspx its a web 2.0 template generator. Its similar to what you're looking for, although kind of generic. With a few tweaks such as a logo you probably could make it work
What do you mean by plain? Clean? The code on that page is not clean. Clean code would be something which is tableless and based on mostly CSS. I am not a designer so I cant really say how much it will cost you to get something like that designed. But as far as coding is concerned, I can code such a design for less than 50 USD.
