I decided I would try something new and offer my services to local buisness+organizations. I was hoping to find some sort of a template/guide that deals with the "I came across your website and I think our company could give your organization a better online image/presence"
That's a solicitation, not a proposal. I don't think there are any "templates" for solicitations... your example is a decent start, just give the client some background on your company and what kinds of services you provide. Then when the client's interested, THEN you give them a proposal.
