Web Design - Clone

I'm looking for a web designer that can clone the following site from start to finish. Quality is of the utmost.:

Unless you are the owner of the design or have permission, then you shouldn't directly copy a site.

 

Yeah, you cant completely copy somebody elses design, you can get a designer to design something based off of the design but not completely, you have to move things around a bit.

I can design and code a site like that for $400, it is quite a complex website to create (if you are willing to not have the menus like they are [drop down] then I can reduce the price to around $300).

Sorry this is off topic, but simnorwebdesign, I just read your blog post on web designers going broke on DP. I tried commenting it on the blog, but couldn't. I totally agree with everything you said, and something definitely has to be done. I know exactly how you feel.
