domain cost 15$ but get it is not a joke there are many procedures in that,we can get other domains easily by going into domainsite and paying via credit card are paypal,but we cant these domain by paing via paypal are creditcard...........

Ehh. .edu.in is a second level domain while .edu is a top level. What make you think Google (not SEs!) treat those domains the same way? It is kinda like saying that google would give extra value to a subdomain named edu (e.g. edu.site.com).
