I don't know if this kind of service is available anywhere else, but I know it's something quite recent and probably new worldwide. One of the triple-play (TV, net and phone) providers here in Portugal started a new service that allows its users to have up to 5 TV channels. The user selects a name for the channel and is given a 6 digit random number (the number of the channel). Then uploads the videos to their server via computer. After thhis, the user can choose either to have the video(s) looping or set a schedule, just like in real TV. After saving, these can be seen by all the users of the service by pressing the green button on their remote and the number of the channel. Here in Portugal there already over 10000 channels.
