    You can get an e-commerce merchant account for video on demand products for both straight sales & recurring billing (rebills). However, there are several factors that would determine whether you should apply for a domestic U.S. account or look for an offshore processor. In order to go domestic the business, owners/officers, and bank accounts should be located in the U.S. Then there would have to be decisions made based on the types of video sold, the terms & conditions of the sale, and the scale of the billing model. Processing history, like good credit and strong financials usually help as long as it's current; however, once your chargeback ratio starts to cross over 1% underwriting will most likely key-in on that and they will want to see that chargebacks are either declining or that you have a plan in place to reduce them. Regardless, my advice to you is to seek out a merchant service provider or providers that cater to high risk merchants and call to speak with them. You will get a relatively good idea from that as to who can meet the needs of your business and what direction is best.

    I don't understand how this is high risk? If you are a video streaming service serving US customers with the proper licenses, then that would be low risk and you can use any payment provider of your choosing.

    If you're trying to sell pirated unlicensed video streams, then that's an entirely different matter.

    @wordplucker It isn't adult content. It is a movie streaming content. CCBill is focused on adult content and they don't understand our business.

    I guess another question would be why is it high?

    Toss a couple soft core porn vids on it and work through CCBill, lol. VOD is something that they should understand, with porn moving that way anyway...

    I don't know if something like LegalZoom could help you or not.

    I am working on a consulting project for a client in the payment industry. It happens that this company has signed a global agreement with Google to be the provider of payment for Android, Youtube, AdSense and Wallet world wide.

    Their operations is operating and covers over 120 countries and currencies. They could technically offer now to pay developers local forms of payment through bank wires and/or cash (at money exchanges or banks) in most countries in MENA and SSA.
