I will say using twiends or other such programs(anyways, they no longer exist) doesn't worth it!
Create a blog, promote your fans page! because "fans" is something that tells some one who likes you or your site, so you can't expect strangers to become your fans. right?

The best way to promote you facebook fan page is to make ads. Email you friends who hasn't any FB account and make posts on the friends wall who has FB accounts about your fan page.

 

It's fine to promote to my friends, but this is no good to me, why. Just because Fab page target is USA, and I haven't got any US friends

and for free service is use websites like youlikehits, search on google.

Hi,May i ask whats your fb niche? Or are just starting to make one? Well if you are just starting, I suggest you target products that had yet have a fan page. You can decide on a niche for products that are soon to launch for example. Say you like photography, maybe you predict that a new model for the Nikon is soon to be launched and it has no fans yet, you've hit the jackpot!
