The perfect way to get back links would be Naturally. You will only ever achieve natural links by providing unique and authoritve content to your visitors.
The amount of links that you get should not be the only factor but also the quality of that link. Google is smart enough to discount low value links and give more oomph for high value links. For example if you have a website on surfing and comment on a blog about cheese making, the link back to your site will not be that valuable. However if you get a link from an established related site, it could be a local tourism site that is famous for it's surf, then this will be much more valuable especially if that site links out to other surfing related site of good quality. Of course it is much easier to get a comment than a link from an authoritative site but it may well be that Google considers 1 authority link to be as important as 1000 blog comments.

Links exchange is the best way.. However, forum signatures and article submission are good ones too...
Focus on 2 way to get backlinks such as video marketing & article first..and see which want is more effective
