I just recently bought a domain where users will be able to watch and submit movies for FREE but is that against the law ? i will not be selling the movies or membership to watch the movies . . . only a way for people to view them NOT DOWNLOAD EITHER

and if this is illegal some ways of getting around it would be helpful . . . I APPRECIATE ALL OF YOUR HELP !

No way to get around it, whether you aren't hosting the files or not, it's still illegal.

Find some other site to do and sell the domain name, or make it into a forum or something.

GoDaddy isn't a legal expert. They're wrong. You can be held liable for copyright infringement for doing what you're proposing.
