Saddam already rolled into Kuwait once and also tried to take over the strategic Shatt-al-Arah waterway. Saddam Hussein's sons Uday and Qusay were even more of a threat than Saddam. It wouldn't have taken them that long to rebuild the Iraqi military with cheap Russian and Chinese equipment once sanctions ended. The Russian SU-35 is actually better than what we have now. A hostile power attacking oil tankers in the strait of Hormuz could do a lot of damage.

True, 'but' they would know we would be watching and would hit them back should they try anything.

Uday and Qusay Hussein were psychopaths. Uday was a sadistic maniac and Qusay was a stone cold killer.

It would have been a lot easier if we could have kept the sanctions. But Chirac and France had other ideas.
