    It is always advisable to login your any financial and payment processing accounts by typing the address directly into the new browser to keep yourself safe from that phishing emails.

    PayPal NEVER EVER sends email to its USERS saying DEAR PAYPAL users. It always sends with the Usen Names. Dear <user name>
    So from the beginning its a SCAM. :D

    paypal always addresses you with your real name, not with "Dear Paypal User"...
