Sorry Indian Marketeer that's totally untrue. There are adsense ads you can target with a CPC of $65, yes they do exist and as a publisher you get around 60% of the revenue from the click - subject to your site content etc

The only risk you're facing in the described scenario is smart pricing, if any.

Nobody really knows. We just hope that google abides by the rules which they seem to for the most part. When you consider that there are a lot of people or sites that don't abide by the rules and do things that are sneaky or borderline not allowed what do you expect. Put yourself in their place and you might be wondering about a ton of sites out there too. Considering all the iffy practices that google still seems to pay out on I think they do a decent job of not judging too much. They do seem to be fairly reasonable. They could be much more strict than what they are by far. They do allow most countries around the world. Imagine managing all that...would be extremely tough for me.

This is BS, if they can't get a lead, it's their problem and Google will not do anything about it, period.

I don't see that as a reason for getting banned.

Google does not target your account unless they think there's something fishy going on.

I'm an adwords advertiser, and in the adwords interface, you can see which sites are converting for you, and which ones aren't. What you do is simply filter out the non-converting ones.

I think that you, like many other indians, took the scamming route, and broke the TOS in hope of making money.
