its pretty much 18+ material in a way very close to nude so i guess its better you dont take the risk
tell her to wear trouser..btw the image which you have posted is not at all sexy many site contain such images for ex my site have more than 1000s. some google orthodox employee would have visited your site n get pissed off ignore the message n keep on adding stuff..if there is no google adsense we have many always be ready to face anything ...

Would call it provocative, no worse than the kids are watching every night on TV, but then Google makes the rules.
It falls under "provocative images" because she is pushing down her shorts, but maybe you could argue that she is pulling them up. lol
Adult in nature, but not in content(picture)... Definitely sexy...LMAO! It all comes down to how much you value your adsense, or how much money you are making with them.. There is nothing else out there like Google's adsense program, but you can find others that are similar (might not pay as well), if you so choose to keep that "wallpaper" on your site... I dont think its provocative in many ways I have seen some FHM site with more sexy photos and they have google in them probably their are other reasons beside that image
It really depends on the view of the person from Google who reviews the site. It's a role of the dice who you get, and where one may think the photo is square with the rules, another won't.
Provocative image, this is not worth risking your adsense account IMO. They really are trying to keep it clean and my experience with Google's customer service has been, "We already have millions of adsense advertisers, we dont need you!". So be careful.
