Is warez linking illegal as in maybe offshore hosting. even with a disclaimer can you get in serious trouble?
It is up to your hosting service determine allow or avoid your link to warez. How legit is linking to warez? Most hackers claim it is legit because such activity is often undercovered as "security information." From my point of view it's illegal as you might be promoting piracy and other forms of copyright infringement.

It depends where you are from and where you are hosted. In china linking to warez is legal but in the usa it's not. Al tho even in the usa linking to warez is still in the Grey area. It's not actually sure what it falls under. So you can start a website anywhere just find a host that allows it. And if you get reports, respond to them nicely and remove the files. When you get bigger just move to a host in hongkong just to be sure you are not risking anything.
