It depends really if you want targetted traffic for your tatoo's or you want traffic to click google ads.. There are lots of traffic sources around, but if you just buy a package and run it till there are no clicks left, the traffic will be up and down like a yo yo, and you will be paying 2 or 3 times a week for it. Of course you could use seo and other methods to build natural traffic to your site.
Can't say about conversions, but i can provide you real human visitors for cheapest prices. Only 9$ per 10k real human visitors.
I suggest PPC targetted to keyword. You won't find too many traffic sellers that deliver niche targetted traffic here I guess..

I have a dozen tattoo sites live and of course can't guarantee how many click you get, but can offer an affordable advertising option on sites that rank high on Google for "tattoo design ideas" I generate a few million hits per year on these top search phrases for your (well our) niche.
yeah, it's hard to get quality traffic with this services. The targeted traffic, it's not coming from automated softs, basicly it's useless.
you can use any social network, but your web content must updated, and your theme its look different. your traffic will be good
