Wanted: Windows Programmer

    I am after a simple .exe that does this:
    - Every 15 minutes, a simple balloon/tooltip in the bottom right hand corner (standard windows one) says "rest time"
    - It shouldn't appear in the taskbar, but should appear in the bottom right system tray as just an icon (which I'll provide). Only option that should appear when clicking it is "Close".
    - Needs to be compatible with XP & Vista (though this is standard, should mention it just in case).
