Well, which sources are you planning to use to investigate people? That looks like the first thing you've got to get straight.
I'd say that the first thing you have to look at is your bank balance. Actual software that will give you real background checks isn't cheap (that may qualify for some "understatement of the <some long time period>" award), and it requires a continual subscription. Look into pricing first, to decide whether what you want is realistic. Remember, there's no such thing as a free background check that's worth more than you paid for it.
