I am not really sure why you are looking toolbar PR6 directories these days.

If you are looking for quality and authoritative backlinks --go to old-timers like

wowdirectory.com PR3 with 386,000 indexed pages

gimpsy.com PR3 with 53,000 indexed pages

goguides.org PR5 with 13,000 indexed pages


On the other hand -if you are looking to improve your site's PR --
Just buy one costly PR7 link from a free template/coding site with only 5 OBL.
Suffice to get you minimum PR6. I have seen a PR7 site having 2 OBL only and one site got PR7, another PR6
