    please DO NOT send me a pm without price. I have clearly stated that i need a price but some people just don't want to read. The requirements should be clear enough too. I have a jpeg of how the design needs to look and it needs turning into a html/ css valid page.

    As I might guess, most of the freelancers PM You without a price quote because they want to see the design preview, which is understandable. And, it's a better attitude for You as a customer because they set the price based on Your's design complexity.
