Wanted: someone with webdesign, CMS and the implementing of CMS skills

My newest website is almost finished; I just need to do some minor changes. But actually, I am not really happy with the result yet. It’s a city-guide website with a lot of content (I have about 135 pages now). All these pages are manually made using notepad. When I want something changed in the menu/navigation I have to change it on all 135 pages. This also applies to changes in the footer and header.

    What I am looking for:
I am looking for a simple CMS. I have tried WordPress but somehow WordPress does not really do what I want it to do. Not to mention that it also completely invalidates my website (I like my websites W3C valid). Another thing that bugs me is the posts/pages/category system. That being said, if you want to work with WordPress because you are fully convinced that WordPress is the best system for my website, I don’t mind. The top navigation menu is not a drop-down menu. I want the following CMS features:

    - Add social buttons at the end of every pages
    - Add a Facebook ‘like’ box and Twitter feed in the (not yet existing) right sidebar
    - The navigation/footer/header must be changeable without having to change all 135 pages
    - I want SEO friendly URLS. I now have www.website.com/lorem-ipsum-dolor.html. I want this to be www.website.com/category/category/lorem-ipsum-dolor/
    - I want to have the possibility to implement Adsense. I want some space for this at the right side of the header and the (not yet existing) sidebar on the right. I also want Adsense between paragraphs
    - I want my website to be ‘full’ instead of ‘fixed’
    - I want a slider on the homepage with beneath a couple of ‘info boxes’. I do not want these info boxes to show new posts but I want to be in control of what they show.
    - I want breadcrumbs on the bottom of each page
    - When one clicks the menu item ‘Beginpagina’ from the navigation on the left, www.website.com/beginpagina.html opens. In this page a couple of sub-items or daughter-items are added beneath the ‘Beginpagina’ link. I want nice little info boxes in my content that show these sub-items.
    - The entire website is ‘static’, I do not want any ‘posts’ or ‘most recent items’. ‘Most popular’ is allright though, but I want to be in control of what those little widgets show my visitors. I want to use the CMS for what it is designed.
    - A comment system would be nice but is not a requisite

I hope I provided you all with enough information. I would like to receive offers from freelancers/companies that can do this for me. I would like to emphasize that the website is already finished (not online yet), only the CMS needs to be implemented and the design requires some changes.
