    I can't speak for people from the Philippines but I can tell you that NO US or UK writer is going to settle for a rate that low. Even if someone wrote 20 articles for you every day (something that would take them ALL DAY to do if they were doing legitimate work and not just copy/pasting) they would only earn $40. Nobody in the US or UK can live on that.

    I already have many US writers in my team who are happy with $2/400 words, and writing 5000+ words per day for me [sorry but I'm not giving the url of my content mill]. They may not be Great writers as you people or having the financial background as you expect, but they DO deliver the quality that the buyers expect at that rate.
