"Want to purchase the most clicks possible?"

Hey,

I just noticed that when creating a new campaign/ad group on Adwords; that on one of the pages, there is an option that recommends what your Max CPC should be, and what your budget should be. Was that there before? For some reason I never noticed that option earlier; even though I have been on that page a thousand times.
