I have a friend who is interested in selling Liberty Swap. Can anyone tell me what this site is worth exactly at the moment and what could be done to make it worth more?

it depends on the traffic, revenue and maintenance-- whether it needs less maintenance or not

Sites are typically sold for a revenue multiple, so to make it worth more, make the site generate more income! :)

my experience has been that a good rule of thumb is site is worth about 10 months revenue. So if site is earning $10 a month then u can easily sell it for $100. Sometimes traffic and branding can increase value.

Revenue isn't the only way to measure the value of a website. If the site has a lot of great content it will typically fetch more, especially in lucrative markets.

I was thinking content and traffic. That's what I had said but I just wanted to make sure that I was in the right alley.

Yep traffic certainly helps. But if you are getting decent traffic and not really making much, I'd look at trying to monetize the site better before trying to sell it. Getting traffic is the hard part.
