No suggestion Zahid, Google is very harsh on PR. If you have PR 2 or PR 3, be contented. Always google has dropped PR in every update. Only few websites are getting PR increments. Don't bother about PR. Ranking is the fruit.
If you want Pr5 than all you need is a few links from relevant links from PR5 sites (you can read about the algorithm that calculates pr) but as mentioned before, dont bother about that - your serp position is the only thing that matter and pr will not change that.
Boy you should just stop thinking about PR..because you don't control that..all you can do is continue to market and hope something changes.
Just do what you have to do. Build relation with the market of your choosing, with the people in your niche and your business will eventually come by itself.
Then don't stop and keep continue to building backlink and getting that PR when the next update from Google come.
Seems like Google is phasing out PR altogether, so follow the advice here in this thread and continue to work on your site, add useful content and build back links to it. Your search engine rankings will improve and that is what counts in the end. It is more profitable to have a website with PR0 and hundreds of visitors each day (that convert into clicks and sales) than having a PR4 site with no significant amount of traffic at all. SY
PR is not a big thing this time. Main thing is the ranking of your website. You can get good ranking when you make high quality relevant links for your site. If these links are of high pr than it works on your website PR raise but it is not curtain PR of a website can fluctuate any time depends upon google.
Also remember that such links must be of high quality. Links placed in footers, blogrolls and sidebars have no effect. However a backlink from website's content can be described as qualitative one.
why buy when you can do it for free by your own. There many good site with pr6 pr7 and pr8 out there, where you can place you link. Buying is good when you are in a hurry!
What I like to do is start an EDU blog that I find high PR do-follow links for...doesn't matter the OBL just that they are high PR and dofollow. I find people are a little more generous in proving a link to an EDU, especially one that has some decent content. I remove all the frivolous outbound links on my EDU blog and place one to my money site....when the Google update comes....my EDU's PR shoots straight up and it brings my money site up with it. A dofollow PR7/6/5 with extremely low OBL that are in niche links, will not only do wonders for your sites PR, but will also be a huge boost for your ranking in the SERPs.
