I second all reactions that advise you to learn to write code by hand. I'd focus on CSS though. CSS is so powerful that you no longer need outdated HTML goodies like tables and frames and what not.

So make sure to get better. A terrific starting point is the CSS site design course you'll find by Googling "Lyn*da.com-CS*S-Site-Design" (remove the *'s).

 

If you want to start out in web design I would actually suggest the WYSIWYG web builder. It has a point and click interface so it is very easy to use and it's what first got me started online .

Its good to you jump in this fied & I want to say if you have basic knowledge about html and css its good.Or you should learn about Flash, Photoshop, Php etc.
There are w3school is a really good tutorial this is really help you and you coding in the dreamweaver by your hand.

Start by getting clean, structured templates and messing with them. For most of my early sites I had the most trouble getting a good structure. Using templates helps you get a feel for this, and your starting sites won't look like crap haha
