You should use Google.com or another search engine for questions like these, but... from http://en.wikipedia.org/wiki/Reciprocal_link Plainly said for those who can't understand, a reciprocal link is when one site links to another, and then that site links back. There are different schools of thought on whether reciprocal links are good/bad/etc. it's a good way to get started, but you should focus on one-way links. Also, remember that quality links are always better than quantity.
Apart from the meaning of reciprocal link, I would recommend you to being selective with a partner you are exchanging the link with. If you do exchange for every websites without cautions, your website may be trapped for bad-neighborhood issues later. The bad-neighborhood issues can cause your ranking dropped due to a dropped in trust from Google perspective. You can control who you are linking out to and that's why Google is using this one as a ranking factor.
Somehow with so many reasons around I will always recommend you to go for one way link exchange. Google knows why your partner link and your link are exchanged in reciprocal link building. If not three way ink building is best.
